0 Didn't turn up as promised

Job location: WV14I contacted them this morning to collect 20 black bags for £60 they said they would come between 3 and 6 and didn't arrive contacted them they said they would be with me just before 9pm and they still didn't arrive I waited till 9.30pm so now I have 20 black bags of rubbish in my front garden not been collected.
